Who can use the COCC Barber Library:
The COCC Barber Library serves primarily COCC and OSU-Cascades students, faculty, and staff. A current COCC or OSU-Cascades ID is required to check out materials.
The Barber Library is also open to the public at no charge for on-site use of collections. All Oregon residents 16 years of age or older may check out materials from the circulating collection after they acquire a library card. A photo id and proof of a current Oregon mailing address are required for community or other Oregon patron cards. In addition, Oregon residents outside the library's immediate service area need to provide a forwarding address of a friend or family member for library mail in case the patron moves unexpectedly.
The library does not issue library cards to children younger than 16 years old unless they are currently enrolled in COCC courses.
Oregon corporations may also have up to five Oregon patron cards under the corporate name for use by employees. A completed Corporate Borrower Application, available at the circulation desk, signed by an authorized representative of the corporation is required together with a signed letter of authorization on corporate letterhead.
Loan Privileges for the Local Collection:
The library's Circulating collection includes most books on the second floor of the library as well as Government Documents and non-print items (videos, DVD, audio, etc) on the first floor of the library.
General collection loan periods:
- COCC or OSU Cascades students and Oregon residents:
3 weeks, 3 renewals (Oregon residents may not check out more than10 books at a time)
- COCC and OSU Cascades faculty and staff:
Up to 6 months, 1 renewal (June & December due dates)
Non-print collection loan periods:
- All patrons:
3 days, 1 renewal (faculty may make arrangements to check out non-print items for longer periods of time depending on instructional needs)
The library's Non-Circulating collection includes materials such as reference books, rare books, maps, atlases, periodicals, etc. This collection may be used only in the library. Reference books may occasionaly be checked out for a few hours, if a student needs to use them in the library lab.
Renewals:
Checked out items from our local COCC Barber Library collection may be renewed online or by calling 383-7560.
Overdues & Fines:
COCC students with overdue or replacement fines will have a hold placed on their student record. Library charges are submitted to Student Enrollment Services and posted directly to the student's COCC account. Payments for such charges are made directly to Student Enrollment Services at Boyle Education Center.
A reminder notice or invoice is sent by email after the due date. Borrowing privileges will be temporarily suspended if library charges exceed $100 until those charges have been paid or resolved.
Late fees for Reserves items are $0.50 per hour. Late Summit materials are charged as follows: $0.50 per day for the first 10 days, $1.00 per day for the next 15 days. Lost Orbis Cascade item charge: $75.00 plus $15 process fee.
Overdue charges remain on the patron's library record for 3 months and lost book charges remain for one year before they are purged from the patron record.
Lost or Damaged Materials
The borrower is financially responsible for lost, stolen, or damaged library materials. Regardless of whether payment has been made for an item, library items remain the property of the college. Materials cannot be purchased from the library. If library books are damaged (especially by water), please return them immediately to Circulation so appropriate measures can be taken to salvage the item.
All COCC patrons with books six weeks overdue receive a $65 bill for the replacement cost of each item. The replacement cost of videos is the actual price of the item plus a $15 processing fee.
If an overdue COCC material is returned within one year, lost item charges will be refunded or credited to the COCC student's account. However, COCC students remain accountable for overdue fines for Reserve or Summit materials.
It is the student's responsibility to complete an Appeal of Library Charges form (see below) to request credit for items returned after one year.
Appeals
You may appeal COCC library charges, if you believe they have been mistakenly assessed or if extenuating circumstances may warrant reduction or cancelation of the charges. Appeals should be made within 30 calendar days of the original billing by Student Enrollment. You may complete an Appeal of Library Charges form, also available at Circulation. You will be notified of the outcome by email.
Q: What are reasons for which an appeal will be denied?
A: The following reasons are generally not regarded as valid for canceling or reducing charges:
- Lack of knowledge of library policy
- Disagreement with library fine or fee structure
- Inability to pay fees and charges
- Material loaned to a third party
- Non-receipt or late receipt of library reminder notice
- Returning items to libraries other than the COCC library
- Being out of town
- Forgetting the due date
- Term breaks, illness, leaves, vacations, exams, car problems, etc.
